OSWORD &16 (22): Set screen base start

On entry:
 XY?0=screen type
 XY!1=>screen base
If type b0=1, sets the screen used by the VDU drivers,
if type b1=1, sets the screen displayed by the hardware.

Implementation

Initially implemented on Arthur.
