OSBYTE &BA (186) - Read/Write ROM active on last BRK

   The last ROM which caused a BRK is recorded so that the current language
   ROM can extract the error text (using OSReadROM) if the error text resided
   in ROM. Since the language ROM would cause the error message to be paged out
   they should make a RAM copy of the message instead.
